I am building a PowerPoint Presentation and what I am trying to do is when I
run my mouse over a name I would like a picture and information of that
individual appear and disappear when I move the mouse off of the man. Is it
possible for me to do that in a PowerPoint Presentation?

I'm afraid it can't be done. You can use an action setting to link to
another slide by mouseover. So you could create two nearly identical slides:
One with the text only and one with text and picture. If you want to have
the picture appear on the same slide, you need to use trigger animations,
but they are triggered by a mouse click, not by mouseover.

Do you really need this to work "on mouseover"? While it's perfectly feasible
you'll find that mouseovers can be "tetchy" often needing a little jiggle of
the mouse and also accidental mouseovers can be a problem.

If you use a click it's much more positive IMHO. The clicks can either
trigger entrance and exit animations or hyperlinks as in this example which
could easily be adapted to you needs.
