I am having this weird issue. Why does the network speed
get better if I add the user as a local admin on the
machine. If I remove the user as a local admin and not
set him to have any rights on the machine the network
speed slows down especially through outlook 2000.
 
Try turning off "IM integration with Outlook" under Tools>options>advanced
in Outlook. It may help.

Perhaps you are recieving time out errors somewhere when the machine is
booiting?

Implement Usernev logging and compare user to user w/Admin and see if you
can spot some differences.
