You cannot apply links to background images.

But in this case, the image is not a part of the background. It is simply
on the page.

Just apply hotspots to this image for each button and be done with it.

<body>
<img src="transparent.gif" width="513" height="205">
<p><a target="_blank"
href="http://columbusscrappers.org/forums/index.php?"><img border="0"
src="layout5.jpg" width="770" height="650"></a></p>

I don't want the whole background linked just the buttons at the top.. like
gallery linked to our gallery!!

What Murray is talking about when he says "hotspots" is this: You have ONE
image on the page. A single image can only have one hyperlink on it, just as
the single image on that page has only one hyperlink on it. However, you can
create multiple links by using an image map. In FrontPage 2003, it is called
using "hotspots." Each hotspot is a link that is defined by a region (a
polygon) of a single image.

Sometimes you eat the elephant.
Sometimes the elephant eats you.

alternatively
you can download little programs that splice up your image
then you can link from various parts of the image - you rearrange them by
putting them into a table
it just gets a bit tricky when the splicing is not exactly on the places you
want
but works well for simple images
