HELP - XP Restore "Fails"

Had a power outage, when system came back my mouse
wouldn't work and my display was all screwed up. Used
system restore with one restore point that I created on
Movember 2. Restore chugs along but when I reboot, fet
the message restore failed. Can someone help? Is there
anyway for a manual restore of my equipment configuration.

The CD that came with my pc says recovery/windows cd, but
when I try to reinstall windows, it won't work.....

This isn't my day...

Do you have any other restore points you can use? That would be my first
suggestion.

Next go to My Computer and right click and select Properties and then
navigate to the Hardware Manager. There I would check to see what it
reports for the Mouse and display. You might try uninstalling and
reinstalling your drivers for the mouse. If the mouse is a USB mouse try
unplugging it and plugging it back it. For the display right click on the
desktop and choose properties and see if you can fix you display settings to
something useable.
