Help! XP Pro- 2 User Accounts, freeze when shutdown/switch

Hi Everyone. I have Windows XP Pro w/ SP 2 (all updated) w/ Frame .net 1.1 &
..net 2.0, Sims 2, Panda Internet Sec. 2006, Broadband modem and all the
typical programs running. My problem is that I have 2 User Accounts on my
computer (both Administrators) and it seems if I try to shut down the
computer with both accounts logged on the computer freezes (I click OK to
continue for "someone else logged on".). Also, I can't seem to run the
computer with the user logged on- if I try to switch users like this, it
again freezes during the process. Yet, if I log one account and then start up
another, things seems to OK. Does anyone know what could be causing these
freeze ups and how I could fix it? (Please be specific, I'm new to this).

My comp Specs: Dell 4700 Dimension, 1 GB Ram, Intel Pentium 4 (3.4), 160 GB
hard drive (about 77% free), Nvidea 7800 GT Graphics, SoundBlaster Live!
24-bit, DVD R/RW, Broadband connection, etc. Any questions, please ask.
 
Is taken to much time because there are more processes to kill, if you try to
open many windows(word, internet, control panel, regedit, and other) is going
to take more time to turn off because windoxs is going to close those open
windows or processes first. That is normal. Try to log off one of the user if
you are using the other, you dont need two at the sane time an also you can
use a modification in regedit to reduce the WaitToKillAppTimeout to turn off
your computer faster
