HELP with temp folders,cookie folder moving

Can someone explain why these folders keep leaving the documents and
settings folder and ending up in the temp directory?
Please note this happens to the same user

More information needed:

1/ What Operating System? (2000 or XP?)
2/ Is the Temp folder relocated somewhere automatically (or the Cookies folder)
3/ Type %temp% in RUN and which location does it point to?

upon typing the command it points to the temp directory in the user profile
in local settings under the documents and settings folder,
the OS is 2K but I am seeing this happen on a lot of different pc's running
both 2k an XP.
This seems to happen even though the settings in internet options point back
the temp internet files folder under local settings.
If I delete the folders in the Temp direcorty as soon as I launch IE it
recreates them in the temp folder even though the settings are not set to
their

Same situtation here. (ZoneAlarm stores some TMP files there, in my system). But, I don't see any IE related TMP files in that area.Do you see any?

Actually IE keeps recreating the temp int files, cookies, and history in the
Temp directory even after deletion the minute I open IE back up it recreates
them
to make this more frustrating any cookies that I actually want keep getting
lost
Not sure where to go from here any ideas?

Weird! Checked the Shell folder paths in the registry? Also, notice if the cookies and TIF are created with your user profile also (?)

The shell folder paths all point to where they should, the folders are in
their correct place under user profile, I should mention I see this issue a
lot on other peoples pc's just not sure what is causing it

I am wondering if it has anything to do with coming out of standby mode?

Why? Are you using roaming profiles? Any other network tools?
such as a backup program (which would lock files and make them
appear inaccessible if the machine being backed up was not quiesced.)
There are other utility programs which are known to cause various
side effects due to their interference that could conceivably have
this effect too.

If the Shell Folders don't change are you seeing the effect of these
moves only until the next boot and intermittently after that?
Is the value of %USERPROFILE% changing?
