The formatting is taken over by the presentation that your formatting into. You
can retain formatting when you use later versions of PowerPoint. Here are some
work arounds for earlier versions

I have the exact same need / problem. I'm using Powerpoint 2000. As I paste
perfectly formatted slides from various departments into one master
presentation, the formatting is lost, even if I do not edit the slides. I
would be happy if I could combine the various presentations, retain the original
formatting and NEVER edit it again.
How do I get the slides to paste properly in the first place and retain the
formatting as long as I do not edit the files?

This depends on your version of PowerPoint. If you have PowerPoint 2002
(PowerPoint XP) or later then it supports multiple masters and you can cut
and paste away. If you have a version prior to these, you will not be able
to retain the master formatting of the original (you can in 2000 until you
edit a slide, then you may lose the formatting).
