Help with photo editing programs

Need recommendation for a program that will allow me to resize image and dpi.
I have Picture it 9 (very basic, I know Not a professional graphic
artist.) and a bunch of marginal stuff that came bundled with new computer.
Picture It will do both, but photos end up grainy (not due to large dpi) Odd
apprearance. Sometimes resized image ends up with the grey or white
background saved. Have confused myself completely jumping back and forth
from Jasc Paint Pro trial to this other stuff I cannot even name. Cannot
afford a 600 dollar program. Certainly willing to buy manual for a
reasonable workable program. Thanks

If you want a completely free program that does both these things, try
IrfanView www.irfanview.com

I use it all the time for resizing and optimising images before uploading
them to the web. I also use PictureIt! Photo V6.0 which I think came
packaged with the PC. It works well for me.

Of course, those recommended by Eleanor will no doubt have more facilities.
As a professional, she should know :-)

Thanks for your help. Eleanor, your tutorial is not at all out of date and
gave me good guidance. I still need to know how to change the resolution of
a photo within Jasc Paint Shop Pro. Everything else has worked out. I use
photos taken by different people on different digital cameras and they come
in at all resolutions, so I must be able to change the high resolution
photos. Will Paint Shop Pro do this? Picture It 9 will, but I don't like the
results that program gives with editing.

Open your image. Go to Image drop down menu>Resize to find the place to put
in the resolution and then the width and height. Resolution first!

Programs-->Accessories.

* Google's Picassa (free).

* HP's Digital Imaging. It comes with HP and Compac PCs. You can
dowlnload the Express verion for free.

* MS Photo Editor

Google search to find.

....and, almost needless to say, only go down in res., not up.
