Help - Where to start?

My son (really, it's not me) has a home-made computer with an ASUS
motherboard. One day it worked the next day - boom, it stopped working. When
you press the 'on button' the computer starts, I can hear the drive
mechanism working and of course the monitor stays blank. The light for the
power stays on and at the start the green light showing disk activity stays
on and then goes out. When I press the power on/off button for at least 5
seconds to turn off the machine, it starts to turn off and then does
something that I'll call 'reboot' and you can't shut off the machine unless
you use the power switch in the back (the one on the back of the power
supply). By the way I forgot to mention that the green power light to the
3&1/2 disk drive does NOT go on when you first hit the power switch. I need
some help as to what you might think where we should start:

1) Complete disk crash?
2) Motherboard burn-out (however that doesn't seem to be the case)?
3) He has an ATI 9600 AIW board - could this be the culprit?
4) Even though I say the computer turns on could there be a problem with the
power supply?

All cables are oriented correctly (red #1 to the right). All power inputs to
the drives are oriented right (yellow to the right).

I really don't even know where the hell to begin? Any suggestions will be
appreciated.

Did anyone update the BIOS lately? Something similar happened to me
when I updated the BIOS. I had my chip reflashed by ASUS and everything
was OK.
 
My kids asleep so I went and removed the CMOS battery, reset the jumpers,
turned on the machine, depressed the Del key but my screen still remained
zilch. Could this be an electrical problem, dead CMOS battery, etc. I'm
really at a loss>

It would help if we knew the name of the MOBO as well as the name and rating of
the PSU.
If you have a PSU with a higher voltage try and install it as it does sound like
lack of power.
Also check the Video Card connection.........inside the case without power....
Leave the case open and startup and check to see if all fans are
spinning...especially the CPU cooler fan
If you dont feel comfortable with any of this please do take it to a local shop
