I'm sure I have the Blaster worm, due to computer
restarting itself or by getting errors when launching
programs.

When trying to run the service pack update
SP4Express_EN.exe file (I downloaded it onto an XP
system, copied it to a floppy then to the W2K system), I
get an error stating the file is corrupt.

It will launch fine on th XP system (it gives me the
error message that I don't have administrative rights to
continue). I copied a text file onto the same floppy and
the W2K system opened it.

If I try to run the FixBlast.exe file first (whether from
the floppy or the hard drive), the computer will reboot
itself before it has scanned all of the files.

Is that download the full 130Mb? Because that is what you need. What
SP-level are you now?
Look for msblast.exe, mspatch.exe or teekids.com in the \winnt\system32
folder and delete those files.
You should be able to install SP4 and ms03-039 (before connecting to the
internet again). After that go to www.sophos.com\support\disinfection and
get the blaster removaltool which will clean you registry.
