Help w/start menu

hello! i have windows XP and all the updates and run norton anti virus. i
cannot access my computer, control panel, my pictures, etc from the start
menu. if i need to go there i must go thru help and support. when i try to
click on any of the programs my computer freezes up and i must restart.
which causes my desktop to shut down. grrrr.... thanks so much for any help
u can give me.
