Help w/Add Remove Program

It seems that since I set up my windows 2000 server as an Applications Term Server I can no longer click on the Add new programs button. The Add/Remove program come up with the "Change or Remove programs" It seems can remove a program, I was succesfull removing AOL, But when you move the mouse over the Add New Program button or the Add Windoes Components they both highlight but clicking on them is diabled. Has anyone ever seen this if so how do I fix it so i can add programs using the Add Button. I did try to put the server in install mode by typing change user/install in cprompt and that worked fine.
 
While I don't know the answer to your problem, this has
been reported before and the answer is most likely in the
