Help & Support Shortcuts

I recently installed Windows XP Home Edition. The "Help &
Support" shortcuts on the start menu and in the Control
Panel window do not work. The only way I can get to Help
& Support is to go directly into the windows folder and
open the help folder and then click on a file. How can I
make the shortcuts work?
