Help & Support Center doesn't work

I just upgraded to Windows XP Home form Windows 98SE and have found that
the Help & Support Center doesn't work. I don't get any error messages
but nothing happens when I click on it. I can't find an option to
reinstall it from the CD. Is there anything that I can do?
