Help/support and Norton products will not run (and some downloads)

When I click I start>help and support, the cursor moves
as though the program will load, then nothing happens.

When I try some downloads, such as Google Toolbar, I
click on download now, nothing happens.

When I try to run Norton Systemworks or Anit-Spam, I get
a "frame' that shows the naem of the product, etc.
However, you can "see through"{ the frame rather than
being able to access the various product options.

When I try to run Norton Personal firewall, I get a
message saying I need IE% or higher. I am running the
latest version of IE.

What I have done that did not work

system restore
uninstall norton, including from registry, stopped system
restore, and reinstalled
run virus/trojan scans from the internet


This started about three weeks ago. Nothing had be
changed , added or deleted on the PC when this occured.
All of these options were fine before this occured.

I am running XP Home Edition and have broadband cable
access.

Any help/advice would make me forever indebted to the
person(s) who provide it!!!
 
With the many complaints made in these newgroups about problems with Norton
software I would not recommend using it to anyone.
