Help: Strange Explorer issue!

I followed Microsoft's procedure to install a second CPU in a dual CPU
system. I have an IBM xSeries 342. It runs Windows 2000 server SP3. It had a
single 1Ghz PIII. I installed 2 1.26Ghz PIII's. Everything is working fine
except for Windows and Internet Explorer. For example I will open any
version of Windows Explorer (explorer, my computer, etc). The window will
open, the left pane will populate, but the right hand pane will not load.
The busy icon in the top right corner will continue to move. If I click on a
menu item such as "file", "edit", or "view" the right pane will resolve and
populate. This will also occur if I press the F5 key to refresh. I just
found that if I drag the window on the screen the right pane will also
populate. I reinstalled IE 6.0 SP1. No help. Internet Explorer is the same
way and won't even open many sites now, including Windows Update. I thought
that if I upgrade to SP4 the problem might go away. I upgraded the video
drivers since it appears to be related in some way.

All other functions work great. No logged error messages and no missing
device drivers.

Problem solved. I downloaded SP4 Express version on another machine, copied
it to disk, then ran the install on the errant server. The problem went away
after the reboot. What ever was wrong was also a bottleneck. The server
appears to be running at least twice as fast now. The only problem I see now
is that boot up to the logon prompt takes about 10 minutes.
