HELP - Spammer website has disabled "Internet Options" button

Please Help!

Despite attempts at thwarting malicious web sites, one such site
(smartaffilliates.com) has struck with truly annoying consequence. It
changed my home page to itself and then disabled the Tools/Internet
Options button. When I click on it, I get a message that the operation
has been cancelled due to restrictions on the computer. I was able to
change the home page back in the registry and can get to my Internet
options in the control panel, but how do I remove the restrictions
imposed on the browser (IE v. 6)? Also, where is the best place to
report the scum who is doing this?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel"

Editing the registry worked. There was one instance of
NoBrowserOptions deep in the registry. I do use SpyBot and that's the
first thing I tried, but it didn't help in this instance.
