Do you get an error message when you try and start help? If you get the
following dialog:
'Windows cannot open Help and Support because a system service is not
running. To fix this problem, start the service named 'Help and Support'.
Then you need to start this service. To start the service:
1. open the Start Menu
2. Click on 'Run...'
3. type 'services.msc' in the Run dialog
4. When the services window opens find 'Help and Support' in the right
window pane
5. Left click 'Help and Support'
6. Open Actions menu and then select 'Properties'
7. On properties dialog for 'Help and Support' ensure that 'Startup
type:' is set to Automatic
8. Click 'Apply' button
9. Click 'Start' button
You should now be able to launch Help.
