Help resolving monitor issues

Mitsubishi monitor about 3 years old. CRT with a 19' display.

Just recently notice an almost imperceptable jumping / resizing of the
screen.

Given my eye height to the screen I notice it more around the lower
couple of inches of screen.

It's almost as if the taskbar along the bottom jumps up a centimetre
then back to normal again. Alongwith this you get a couple of feint and
quick black lines appearing in the same area. It's almost like a
stutter and can do it 4 to 7 times very very quickly then settle down
fine again.

Given I have one PC and no others to test the monitor out on, does this
sound like a videocard issue or monitor issue? The card is a Radeon
9500 and about 2 years old as well.

Appreciate this is not a lot to go on but any pointers appreciated.

relocate the video cable away from other cables
check the contacts for corrosion on the cable ends
 
It sounds like typical high-voltage or possible flyback power supply issues
within the monitor itself. The monitor is in it's early stages of dieing.
