My windows 2000 Advanced server domain controller is
hanging when i restart, the hard disk keeps on reading,
but the system doesnot restart.

can someone tell me why its happening

You most likely have a service/driver that is hanging during the shutdown
phase.

To troubleshoot this issue, I would first try clean-boot troubleshooting to
see if I could narrow this down to a 3rd party program. The following
article covers how to do this: (Note: You will have to swipe MSCONFIG.EXE
from an XP or 2003 machine)

or you could also replicate the hang, generate a Kernel dump manually and
call our Product Support Services to have the dump read to determine the
faulting service/driver:
