Is there a way to change the Menu bar color and the text color in Outlook
2003? Any help would be greatly appreciated.

You can do this by changing your Windows XP skin;
Control Panel-> Display Setiings-> tab Themes
Additional settings can be made on the Appearance tab

You can only change the Menu bar and text in Outlook 2003 on a WindowsXP machine. You can do this
by going to Control Panel -> Display -> Appearance tab

Then you can choose what color schemes and fonts to use from here.

Note: Only the menu text can be altered, not the text in the Outlook UI.
