help please

been battling this since monday. widows xp open ie to browse the web and i
get the can't display this page. a very quick message flashes at the bottom
that says shdoclc.dll error. then it says done. i've added nothing,
changed nothing. I can use my email oe, newsgroups, and even ping the
websites. virus scans show nothing. any ideas? TIA
