Your settings look right as far as I can tell

(notes on setting up and verifying Bellsouth email on Windows Mail)

so perhaps you are getting screwed by anti virus software.

Are you using Norton or McAfee?

If you are uninstall them entirely.

Install a compatible product such as Avast (free.)
but exclude the email scanning component.

(notes on disabling email scanning.)

One last thing...
it is helpful if you include some indication of the problem in the
subject header eg. "Having trouble connecting to my Bellsouth server"
rather than just "Help please."

Under Tools | Accounts | Mail | Properties | Servers you need to uncheck
using secure password authentication and My server requires authentication
should be checked. Under Advanced the POP3 port should be 110 and the SMTP
should be 25.
