There's nothing special about starting Dell computers in Safe Mode. Do
this by repeatedly tapping the F8 key as the computer is starting up.
This will get you to the right menu. Navigate using your Up arrow key;
the mouse will not work here.

Assuming that your operating system is WinXP, the make of computer is
completely immaterial. Simply press <F8> as the PC's BIOS turns over
control to the operating system.

No, all the OP needs to do is press <F8> as the BIOS turns control over
to the OS. There's no need to use MSConfig; particularly since one most
needs to use Safe Mode when the computer won't boot normally.

If you follow this advice. You will have to back up all of your
programs- have the manufactures setup disk on hand.
Because once you change the msconfig -- the computer will loop
between normal startup and safe mode!!!!!





I want to add that some dell computer like optiplex version you need to:
start-run - msconfig- at the BOOT.INI tab check safe booot box and clic
aplly and ok. restart your computer
