HELP - PC won't turn back on

I upgraded to XP from 98 a couple days ago, used it on and
off for a couple days, restarted it a couple times and had
no problems. Then I used the icon off the the start menu
to "Turn the computer off", next day when I tried to turn
it back on it stops at the Dell screen and never gets any
further. No Start button, no blue screen, nothing that
faintly resembles XP. I tried turning off the power,
pressing the reset button, pressing every key on keyboard
and it won't come out of its "sleep".

Have you tried cutting off all power to the computer?
 
If it's stuck on the Dell splash screen, it's probably got some system
message to be acknowledged. You'll need to find out what key will get away
from the splash screen and show you the boot screen that's hidden by it.
And, as soon as that Dell screen appears press that key. It's usually TAB or
Esc.

Have you made any hardware changes lately?
