HELP "Page Cannot Be Displayed"

Am getting the dreaded "Page Cannot Be Displayed" message whenever I try to
log on to any secure site (e.g. digital banking, buying a lottery ticket,
booking rail/concert tickets). Not sure why but something seems to have
changed in my settings. I have recently re-installed Norton Internet
Security, but have effectively disabled everything and it still won't work.
Have tried messing around with Internet Explorer options but nothing works.

Any suggestions??

I have recently re-installed Norton Internet Security ...

Either find info on Symantec's site that explains what the issue
is or :

Uninstalling Norton Internet Security or Personal Firewall using the
RnisUPG.exe removal utility ( for NIS 2003 and earlier versions )

Uninstalling and reinstalling Norton Internet Security or Norton
Personal Firewall 2004

Be sure to see " Removing Norton Internet Security 2004 in Windows
XP/2000 after Add/Remove Programs does not work " to TOTALLY remove
this issue causing software.
