Help opening a blocked Zip File

I have a zip file that I know is safe and that I downloaded from my FTP site.
It is saying that windows security is blocking it. Help questions say to go
to properties and uncheck the blocked box, but that doesn't exist.

Secondly, I have another file that says there are no files, there is an
error and can't open. I can see that there is a huge file in there. Any
suggestions?

I have opened several other files, so I know it's not a problem in general.
