HELP needed with wrong operating system characters

My Windows 2000 operating system is showing strange characters.
When I click the START button the characters are wrong next to
PROGRAMS,DOCUMENTS, SETTINGS, SEARCH.
It's showing a mouse image next to each one.

If I go into CONTROL PANEL and select VIEW, I get the mouse image next
to each option.
It's like the mouse image is replaceing the black round bullet images.

It also affects squares that you click for a "X".
Instead of a square, I'm getting a unusual square symbol.
Any ideals what is causing this?

It's possibly that the icon cache has become corrupted. If so, this may
fix it.

Right-click on the desktop and select properties. Go the the Appearance
tab. In the Item box, scroll down and select "Icon". Now chage the
listed size, say from 32 to 31 and click OK. Repeat the process, changing
the size back to the original value. These changes cause the icon cache
to be rebuilt.
