Help needed. little boxes drop down but with nothing in them

I can't figure out what I have done. But when i click on let's say hel in
outlook express, the window opens but its blank with nothing in it. When i
pass my mouse over it then the words come out. It's a real pain usuing it
like that.

Also if i click on the bar on the bottom of the page to close something for
example, the same happens. The page does not even come up sometimes.

Can anyone help me

It could be opening off screen.

In Outlook Express select Help, Index to open it. With it open select
Start, Control Panel, Display, Settings. Increase the screen resolution
by
dragging the slider towards More and click on Apply and OK. Can you now
see the Help window? If yes drag the window to a more central position
and close the Window. Restore the screen resolution to what it was. Tidy
up by opening Outlook Express Help and making the Window fit the page.
Do this by dragging the corners to suit and close the window.

In addition to the other two suggestions

Reboot into safe mode...does the problem repeat? If not, it sounds like a
subtle video driver corruption causing a screen redraw issue. I would
uninstall your video drivers and install the newest ones
