Help Needed: GPO needed to deny user logged on locally to net access

Hi all!

On our Win2K network, most machines are members of the domain, and
some are not. A GPO has already been setup to block internet access
(via the LAN) for our rank and file staff, but it only works for
users who authenticate via the server. There are some users who log on
to the local machine and are therefore able to access the internet. Is
there a way to block the locally logged on users from accessing the
internet? Or better yet is there a setting to "cut them off
completely" from the network?

This problem has been driving me nuts this past 30 days or so, your
help is grealy appreciated.
 
Create a local policy which will not allow this machine to access anywhere
in the network without authentication.

Also refer them to DNS which does not refer to any locations in the internet
and as such, when the machines tries to surf the net, they will not be able
to reach any internet locations without DNS references.
