Depends which version of PPT you're using.

In 97 through 2003, use the cycle diagram. That will get you close. You can
turn off AutoLayout on the org chart toolbar so you can move the text.

Alternatively, insert a "circular arrow" AutoShape (last one in the Block
Arrows list) and use the yellow diamond to size appropriately. Then
duplicate that shape and rotate it as desired.
 
Echo's suggestion is your best bet for closely recreating that diagram.

You may also try SmartArt in PPT 2007:

1. Go to the "Insert" tab on the Ribbon (top of your PPT screen in Normal
View)
2. Click on the SmartArt symbol (Green Arrow) in the "Illustrations" group.
The "Choose a SmartArt Graphic" window will pop up.
3. Choose "Cycle" on the left side of the window. You'll see a variety of
diagrams that may fit your needs.
