help my computer will not shut down!!!

I have a new webcam designed for windows xp...I installed it and it works fine...The problem is now my
computer will not shut down or sign off when I ask it to...It just keeps restarting its self..So I have to
shut it off by pushing the power button on the back of modem....Can anyone tell me what went wrong and
how to fix the problem please....I also uninstalled my webcam thinking it was the problem but it's not.
 
You are most likely getting a blue-screen while shutting down which triggers
an automatic restart in Windows XP. Given that you've already uninstalled
the webcam software try to revert your computer to a restore point with the
system restore feature of Windows XP. Then to reinstall the webcam try to
see if the software is actually supporting XP and try to see if there is any
newer software available from the manufacturers website. Also look if you
can find any information on known incompatibilities between the webcam and
certain other hardware.

was the problem but it's not.
