WHEN does the error appear? Before you get to the login screen? After
you login? When you run some program?
Just WHAT were you doing at the time the error appeared?

Is that a bluescreen error (i.e., did Windows crash)? Or are you still
inside of Windows when the error pops up?
Yet tried booting Windows into its safe mode (first with no networking
and then with networking) to see if the same error appears?
Yet looked in the Events Viewer to see if there is a recorded event at
the time of the error or crash?

Could be you have been hijacked. Could be you have security software
(anti-virus, anti-malware, HIPS, etc.) that locks down the web browser's
settings to prevent a pest from changing its setup. If you have
security software installed, you'll have to figure out how to have it
allow your changes or temporarily disable it to make your change and
then reenable its protection to lock in your changes.
You never mentioned WHICH version of Internet Explorer that you have.
If IE7, load it using its no-add ons mode to see if the behavior goes
away.
To check if you've been hijacked, what anti-malware programs have to
tried to use to scan your computer? HijackThis is owned by Trend Micro

It hasn't changed since the purchase but neither have the infection
vectors changed much in Windows. It shows many infection vectors but it
is up to you to interpret the report (it fixes nothing but simply shows
you various places where the web browser's behavior could be altered).
Other possible helpful anti-malware programs are Malwarebytes and
SuperAntispyware.
It is unclear as to with WHAT you want help. Is the error something
that happens inside of Windows? Is Windows crashing? Is this an error
when you use the web browser? Or when using some other application? We
are not there to look over your shoulder to see what you are doing or
what your finger is pointing at.
