Can someone give me the "barebones" needs to setup a Windows Server 2003 as
a VPN server providing 2000 & XP clients connectivity via L2TP? Preferably,
I am looking for specifics on setting up the certificates. Is there any
cookbook, standard solution on this?

Thanks for the response. I have been able to get things somewhat working.
I have the VPN server setup as a stand-alone root CA and can connect some
clients. I can connect a remote server 2003 client and can connect an xp
client using the fix mentioned in MS article 885407. I have not been able
to get any windows 2000 clients to connect via L2TP. I have the 818043
update applied to the 2000 sp4 clients and still have had no luck. My setup
is of the following: Client----> NAT ----Internet----> NAT ----> Server.
Any idea what i am missing for 2000 clients to connect? Certificates are
good, can connect with other OSs, 2000 clients are the main audience for
remote connectivity, and I am very frustrated with this. I wish the client
had $$ to buy a cisco PIX or other VPN hardware device. Any suggestions
would be appreciated.

By the way, i am receiving a "768 The connection attempt failed because of
failure to encrypt data" from 2000 clients when attempting to connect.
 
Hi Nick,
Have you checked the encryption settings of your VPN connection?
If you do not require you need not have encryption.

Rightclick connectoid --> Properties --> Security tab
If you are using typical settings, uncheck the 'Require data encryption'
box.
If you use advanced settings, check for the encryption type.

Also, check the IPSEC services(policyagent) is started on both sides(client
and server).
