Help - major problems browsing!!

I've troubleshot this thing as much as I know... looking for help.

Have a Dell pc my brother-in-law dropped off for me to fix.. I can't
figure it out. It is running Win XP Home Edition.
The pc will not run anything off the net.

I can ping an ip address, i can do nslookup. i have an IP and it's
gateway, dns, etc are all set properly.
In advanced network settings, the firewall is NOT enabled.

If you open a website, the site fails, giving the typical error screen
about dns being bad, 128 bit security, etc... you can't browse.
AOL instant messenger won't work, so it's not limited to browsing...

I downloaded the IE6 setup.exe to another pc... ran it from this
Dell.. it won't connect to a site.. so i don't know if this is an IE
problem.

Any suggestions? I can hit shares on other pc's and ping, so IP
appears to be fine... i can NSlookup, so DNS is ok... but i still
can't get out anywhere.
What else can I try? I'd hate to have to reinstall.
 
The first step that I would try would be to run the IE repair process.

Go to Control Panel Add/Remove and click on the remove button to remove IE
and choose the repair option.

I have removed IE through add/remove programs, and reinstalled.. no
luck.. there's a separate repair option too? i'll have to look for
that.
 
I don't see this option...
i can remove... i don't see a repair option.. i can just un-select it.

I can ping other pc's on my home network by ip... i can ping the
gateway.
i try and go to a website and i get the The Page Cannot Be Displayed
error
 
ran spybot.. removed an install called new.net, and now it works...
his whole family is notorious for installing garbage on their pc's...
and calling me to fix it! :-)

I suppose it would cause too much trouble in the family if you started
charging him?
 
i really need to!
I can see someone installing an extra search bar on IE... some people
do that. But 6? There's no room left to view web pages..
not to mention gator wallet, comet cursors and all the other crap.

I'm an NT admin over 250 servers and 5 people at work... i get enough
stupid stuff all day.. i should start charging family members.

I have actually fired paying customers because they did too many stupid
things and repeated the same stupid thing within a week or two of me fixing
it.
