I have a cell in excel that is linked to another cell in the
worksheet. Though the value in the linked cell changes with any
changes in the source cell, the text formatting isn't carried over.
Does anyone know why or how to do this?

To illustrate this, open a blank excel sheet and type "Microsoft
Excel" in the first cell. Now underline just the word Excel in that
cell. Now, link to this cell from any other cell on the worksheet and
you'll see that the linked cell also shows "Microsoft Excel", but the
word Excel is not underlined. Why does this formatting not carry over
to the linked cell?

You are just referencing the data in another cell, not the format. You
need to copy and paste one cell to another to have the same format

So there's no way to link to the original cell and retain the
formatting? I tried even using paste special-formats, but that doesn't
work either. Plain copy and paste does work, but there has to be a way
to also link. Any other ideas??
