help in Running .net or flash from PP - 2003

Hello anyone for a quick answer.
In 2003 PP I am using action buttons to run a .net program or in some cases a flash movie. Each time, user gets a message warning of viruses possible and do they wish to continue. I have tried to lower the security in
Macros under tools to lowest level. Message still comes up.

Is there somewhere else I need to disable this security question.

The short answer, No. You could obtain a digital signature if it's critical
to you.
