thanks but rebooting doesn't work. problem still exists.

How have you reached the determination that your CPU is clocking at 100%?
You likely have an unwanted visitor running amok on your HD.

Try running Ad-aware, a Spyware scanner, just might pick up a pest or two.
Direct download here:
http://ftp.pcworld.com/pub/new/privacy___security/aaw6181.exe
Lavasoft/Ad-aware home: http://www.lavasoftusa.com

Install , reboot, read FAQ and overview, use online update feature to obtain
the latest
reference files, scan for Spyware much like you would with your
pre-installed anti-virus scanner.
Run Ad-aware and SpyBot on a regular basis, again like you would you A-V
scanner.
Rid your machine of unwanted Spyware pests.

The same symptom can be explained by other causes.
If removing spyware doesn't help I would try some housecleaning.
E.g. clear both the TIF and your History.

To try to diagnose the symptom you could try to find out if scripting
or other content features are factors by setting all Security options
to Prompt and replying No (or Yes and No, etc) to see if that changed
the symptom. If it did it could be reasonable evidence that doing an
IE Repair or reinstalling IE (or just scripting) could be worthwhile.
Of course disabling scripting etc. is not independent of the possibility
of running malware; so I suggest you make sure that you eliminate that
possibility first (e.g. using siljaline's suggestions) before guessing that
there is a malfunction.
