Hi,
Startup in Safe Mode http://support.microsoft.com/default.aspx?scid=315222
and uninstall IE7. It just complicates the situation. Add or Remove
Programs> (check) Show Updates> IE7> Remove. Restart twice.

Also in Safe Mode try a System Restore. Start> Programs> Accessories> System
Tools> System Restore.

If unsuccessful with a Restore...
If the problems do not occur in Safe Mode, a program which didn't load in
Safe Mode is causing the problem. Start disabling third-party programs
(Start> Run> msconfig> Startup or through the program itself) to see if you
can find the troublemaker.

A Shell Extension (Context Menu Item / right-click option) might be causing
the problem. See "Method 2" at http://windowsxp.mvps.org/slowrightclick.htm

A thorough search for malware may be in order...
