help formatting

I have tried to format my c drive, but no matter what I do a window pops that says it can't. It says that programs are using the drive and instructs me to close everything and try formatting again. I have done that over and over again and still the same window pops up. What can I do?
 
If your C:\ Drive is the System Drive AND you have
booted from it, then you cannot format it - you are
trying to destroy the system, using the system to do
it.

I ASSUME you wish to reformat C:\ and re-install
Windows.

If this IS the case, Begin the process of installing
Windows (boot the Windows CD), and format
C:\ when given the option.

Well for one thing, you can't format a system partition while you are using
it. It would be the same as committing suicide. 8-)
