This could be also caused by a virus rather than a hardware fault. What
version of Windows are you using? Is the drive NTFS or FAT32?
Try the following:
a) Booting in safe mode. If this works you are probably looking at a virus
or driver problem.
b) Booting from a DOS floppy / Knoppix cd or similar.
report back here what happens.
To get the data off onto a new pc it is often easiest to put the HD in as a
secondary drive...But if you can boot with say Knoppix you should be able to
burn you data to cd if the machine has a CDRW, or move the data to a USB key
or suchlike. (It is worth doing this anyway before trying to fix the windows
partition if you have not already got a back-up).

I would download Knoppix or a Ubuntu Live CD (or some other Linux live
CD), boot from the CD, connect to another computer over the network
(smb://IP_ADDRESS/SHARE_NAME) and copy all your data.
If there's no network (or other computer), you can attach another disk
(extternal or internal) and copy the data to that disk (same method as
above).

The power supply and motherboard go out in a blaze of glory. And don't
wake up. You may yet revive this one by changing its power supply.
Because it still lights up, briefly. But don't hold out hope.
Best thing you can do is get a new micro-atx motherboard, power supply,
and (maybe) processor, and (maybe) memory none of which should be
emachine and stuff them in that beautiful black and silver case.
Or just get another computer (not an emachine). Slap the hard drive in
as a secondary drive and use the file you want.
