help file (chm) for command line?

is there a help file for command line commands and syntax available? Being
able to search for this stuff via standard windows help file (index tab,
search tab, etc...) would be great!

Is you look in Windows help and search for Windows 2000
(of whatever yopur OS is) Command Reference, there is
the "master list" for lack of a better term.
