help file and *.hlp

I am running Vista Home Premium.
I wanted to "fix" Vista to read help files (*.hlp)
After several tries, I finally downloaded
Windows6.0-KB917607-x86
First question: is this the correct version for
a laptop running intel?

After several attempts to load this "feature",
it still tells me "you do not need this"

Now I have carefully read
http://support.microsoft.com/kb/917607
This says I must install this feature while logged
on as Administrator.

My second question is: How do I log on as Administrator?

OK.
So after posting this query, google found the answer
to my second question.
Start > Control Panel > User Accounts
User Accounts indicates that "I AM" administrator.

My third question is: Does anybody have a suggestion?
