Help Disabling File Name Warning prompt

My company uses a software program which places a file called Program.tap in the root of the C drive. When one logs onto Windows XP, it comes up with a "File Name Warning" window which states:

There is a file or folder on your computer called "c:\program.tap" which could cause certain applications to not function correctly. Renaming it to "c:\program1.tap" would solve this problem. Would you like to rename it now

We checkmark the option of "Don't perform this check at startup" and choose Ignore so that it does not prompt the user anymore. The problem is that if any other user logs in, then they will get the message and may not know what to do. If they press rename, it will do so but then the program.tap file will get recreated again when they run this software. We want to avoid a whole bunch of programXX.tap files from being created until the correct prompt is made for each user. Does anyone know how to universally disable this prompt so that no new user encounters it when they login

Keep in mind that we already know that by setting this for one user and copying it to the default profile will prevent this. However, our images are already made without the software that causes this, and we only install it upon request after the users have been given their new computers. We do not want to install the software, correct the prompt, and then copy the profile over to the default because we do not want the default to have all of the other settings from that user. Also, installing the software requires us to reboot to get the promtp to appear, and we would like a way to correct it so it will not occur at next reboot
