My brother is posting this for me under my account. I will be out of
town until late on the 21st (of September), and I hope by the time I
return, I might have a better idea of what I need to do to solve this
problem.
I use Windows 2000 Pro, and a dial-up account to connect to my ISP.
Suddenly, while I was doing nothing out of the ordinary (just reading
email, and surfing) this problem began. At first I brushed it off as a
temporary problem, but apparently it isn't temporary at all. I didn't
change any settings before this happened, nor was I installing or
uninstalling anything. My modem is a Fax/WinModem.
My email (POP3) still works just fine. I can still send and receive
email. However, I cannot connect to any web page at all. This happens
both with Internet Explorer 6 and with Netscape 7.1. It will look-up
the I.P. of the website, then it "times out" and comes back and says
it was unable to reach the website (as if it got no reply). I have the
same problem if I try to get the new virus definitions from Norton,
using Live-Update. If I watch the modem status, it only sends and
receives a few bytes of data and then it just stops. From the command
prompt, I can still ping any website just fine, as well as "tracert",
and that all works perfectly. I am not running a fire wall (now), and
have turned off
my anti-virus. I also am now unable to connect to newsgroup servers
through Netscape Communicator.
I have twice uninstalled and reinstalled all Win2k components which
have
anything at all to do with networking (ie. TCP/IP), and I have
cold-booted many times. I spoke on the phone with a consultant who
suggested I try reinstalling ALL of Windows! Yikes! (But he didn't
have a clue to the cause of my problem.) I already reinstalled every
part of Win2k that should matter. I don't want to go through the
hassle of reinstalling and re-updating all of Windows unless
absolutely necessary.
I was wondering.. has anyone had experienced the same problem, and
found
it to be a faulty modem? I was told once to never buy a WinModem, but
when I purchased this one from my ex-employer, I didn't know it was a
WinModem. Does anyone had any more suggestions, or can anyone tell me
some way to further narrow down the source of the problem?

ideas.** At least I can still get that! I can use a computer at the
library on 9/22, but according to the library rules I am not allowed
to access newsgroups. (Though I will attempt to, using Google.) I will
be able to read emails on the 22nd.
