HELP - diagnostic start up problem

Writing from laptop. This concerens the home PC.

Attacked by 3 trojans, Pandex and false alert were deleted by Norton,
Infected by by Virantix c

went to symantec's website for removal , printed instructions.

-turned off Windows XP System restore
-updated virus definition with "intelligent"uploader. My Norton verion was a
home version 2006 upgraded ever since. I used the i32.exe and x86.exe
(probably a mistake..)
-ran full scan - was very slow and a window popped out regularly saying it
was sterting fuk system scan (was already running) and didn't affect the
number of files scanned. Finished the scan with nothing found

Decided to run the scan in Safe Mode.
start>run>msconfig> couldn't find Safe Mode, clicked general>diagnostic
start up (big mistake?)
started computer, loaded XP but nothing else than background picture showed
up. No application loaded, no way to run anything, no "start" button. Only
thing is ctrl-alt-del

Once your PC is infected with a computer virus or worm, your
computer becomes compromised and nothing less than a reinstallation
of the operating system is going to work. Yes, you can try
to scan and eliminate the initial virus, but you generally
cannot undo the damage caused by the virus to the system
files. You'll need to reformat your hard drive and then
reinstall your Windows operating system.

isn't there a way to change the reboot?
Some hidden key to stop the booting and change the setting on the start up?
 
Tap F8 right at startup, and go into Safe Mode with Networking.
Install, update and scan with the 2 Programs below, as well as your AV,
while in Safe Mode with Networking.

Spybot Search & Destroy 1.6 is a very good, FREE Anti-Spyware Program.
Download, install, update, and immunize your System with it.
Then SCAN with it.
Update it, and scan your System once a fortnight.

Download, install, and update.

Important re: Safe Mode
If you happen to find a problem that you can’t uninstall / delete, reboot
the computer, and go into Safe Mode.
To get into Safe mode, tap F8 right at Power On / Startup, and use UP arrow
key to get to Safe Mode from list of options, then hit ENTER.
RESCAN your computer with your Anti-Virus, Malwarebytes and Spybot S & D
while in Safe Mode.

If unable to install above Programs in Normal Mode:
Sometimes Trojans, Viruses, Malware, etc stop you installing and/or updating
Programs to remove them.
If that happens, reboot into Safe Mode with Networking, and install, update
and scan from there.
