HELP! Defender keeps going to the internet..

We have an internet monitor/blocker to prevent unauthorized/excessive
internet usage.

Each time you try to go to an internet address, a login/password popup
jumps up to remind you.

Unfortunately, Defender does this at startup and I've got users being
driven buggy (which in turn drives me buggy) by the popups as soon as
they log in.

The kicker is that our Defender updates are handled by our WSUS so my
question(s) are:

What is it doing if it doesn't need to go to the internet for
updates?

and

How do I stop it?!?!?

It is probably sending spynet information outbound. If you want to stop
that, then you can "unjoin" by going to Tools -> Options and then selecting
Spynet. To unjoin, select "I don't want to join Microsoft SpyNet at this
time." Let me know if you still see outbound traffic.

I tried that already - I'm already set to "I don't want to join..."

Just re-booted, still getting the message(s) - it tries twice.

You didn't expect it to be easy, did you?
