Help content does not appear in any programs

F1 does not work in any windows programs and I get a message starting "cannot
open file: Mk:@MSITStore:file name and path when trying to open .chm files.
Some things i've tried so far:

1. Used system restore to go back to a point before this occured = no change.
2. Reinstalled SP2 = no change
3. Attempted to "extract" hhctrl.ocx but PC originally returned a message
saying this could not be done ouside of a service pack.
4. Tried 3 again (cannot remember how), rebooted as required = no change.
5. Scanned with Systemworks, no problems found, no change.
6. Downloaded a demo of another general find and fix prgram, ran it, nothing
found, no change.

I keep virus software up to date. Cannot find the problem.

Try this command:

regsvr32 itss

Then access this help file from Start/Run:
ms-its:C:\WINDOWS\Help\ntcmds.chm::/ntcmds.htm
