You should have your server running DNS locally only.
Then it needs forwarders configured in DNS to point to
the outside DNS servers you use for the internet. Then
your workstations get handed a DNS of only your Win2000
server, if he can't resolve it he will then use the
forwarders. Also make sure that you DNS server on your
Windows 2000 box has an entry for that server that has a
local IP address.
