Help Can't Run Disk Defrag

I have Windows 98 SE and I am not able to run Disk Defrag. It starts to run
gets to 5 or 10% complete and then restarts saying that the contents of my C
drive has changed. I disabled my firewall (McAffee) and the only programs
that I have open are Explorer, Systray and Rundll32. I have the same problem
when rinnung Scandisk, but I did run a thorough Scandisk in DOS and
everything was "clean". Does anyone have any suggestions? Thanx in advance
for your help.

Reboot into Safe Mode and run scandisk and defrag from there, with all
peripherals off, including screensaver.
